2008
Al Reker Award
Mary Leach, Jackson County Court Services Director
The Minnesota Association of County Probation Officers presented their
highest award, the Al Reker Award to Mary Leach, Jackson County Court
Services Director on May 21, 2008. The Al Reker award is given annually
to individuals who have shown professionalism and dedication in the
field of corrections.
Mary has worked at Court Services in Jackson County her entire career;
first in the Juvenile Diversion Program, and for the last 25 years
as Probation Agent and Director. Over the years, she has served on
many boards and committees in both corrections organizations and locally.
She works with great people in Jackson County and that is a big part
of her success!
Mary’s nomination included that she started in the field of
corrections on January 1, 1977. She started out at the coordinator
for the juvenile diversion program. In 1983, Mary was hired as a probation
officer and soon inherited the position of Director.
For many years, Mary was the only probation officer for Jackson County
handling everything that came her way. Mary soon added a case-aid
and eventually turned it into a probation position. Mary has worked
with every type of client there is and then some. As you might expect
in a small county, Mary has had to handle people very carefully, as
many of her clients work and live in the same town as her and her
family.
Along with fulfilling her duties as Director of Court Services, Mary
supervises a full adult caseload, is active on various correctional
and county committees, as well as being an active member of the community.
Mary has played a key role in establishing and managing the Victim
Offender Mediation Programming as well as establishing and being a
key member of the Jackson County Pre-Placement screening team. She
also serves as an active member of the Local Mental Health Advisory
Council, The County Management Team, The Child Protection Team, and
Domestic Violence Council. She also serves on the Jackson County Capital
Improvement Committee and is currently the Vice-Chair of the Governing
Board for the County Collaborative. She is also a member of the MCA
Training and Education Committee. Outside of work, Mary is the Chair-woman
of her Women's Circle at Good Shepherd Church in Jackson, serves on
the Dollars for Scholars Committee, and has been active for over five
years raising money for the American Cancer Society through the Relay
for Life.
Mary is well respected by her peers and everyone in the corrections
system. Mary has and is the professional most of us work hard to become
and MACPO honors her dedication with this award.

Excellence in Corrections Award
Anoka County Juvenile Facilities
On May 21, 2008, MACPO was excited to give the 2008 Excellence in
Corrections Award to Anoka County Juvenile Facilities. This award
is given to recognize programs that have shown leadership and development
in corrections.
Anoka County Juvenile Facilities offer numerous programs and quality
services to juvenile males. Non Secure Programs – 24 bed unlocked
facility housing males and females, 12 -17 years old. Provides temporary
short term placement for neglect, abuse, status offenses, respite
care and diagnostic testing. Correctional Programs – 50 bed
secure facility hosing males, 13-18 years old. Provides detention,
both Short and Long Term Programming, Long Term Treatment and Long
Term Sex offender Treatment. Pine School – A full school day
for Non –Secure, Correctional programs youth and Day School
youth. And the East Central Regional Juvenile Center – 36 bed
secure facility. Provides detention and Short Term Programming for
male and females, 12- 18 years old.
The Anoka Juvenile Facilities nomination included that all the programs
are staffed by highly trained individuals and are supervised and managed
by very dedicated professionals. They always put the youth’s
needs, risks and best interest number one while also balancing the
needs of the placing counties. Over the years the Anoka Juvenile Facilities
have provided cost effective secure detention and quality programming.
Robbie flatten, Chief Program Officer, received the award for Anoka
County Juvenile Facilities.
2008
Outstanding Performance Award
Jill Arbeiter, Career Agent
Carver County Court Services
On May 21, 2008 Carver County Probation Officer Jill Arbeiter was
presented with the 2008 Outstanding Performance Award. Jill has been
a probation officer with Carver County since 1994.
Jill currently serves as the lead agent in the juvenile Division,
managing caseload responsibilities and an intensive school-based juvenile
offender program. Jill has worked in the field of corrections as a
probation officer since 1998 and started her career in Stearns County.
Jill's nomination included that she began a collaborative effort with
the Carver-Scott Educational Cooperative in the Fall of 2006. The
result of that collaboration resulted in S.C.Y. – Strengthening
the Competencies of Youth. It is an intensive school-based community
program for high-risk juvenile offenders.
Jill is highly regarded in the corrections world; she was elected
as president for MACPO in 1999. Jill serves as co-chair of the MACPO
Membership Committee. She has been an active member of MACPO for most
of her Corrections career. Jill continues to provide effective leadership
as a Career Agent for Carver County Court Services. She serves with
energy and enthusiasm, and a true commitment to helping youthful offenders
change their behavior and live better lives.

Outgoing President Recognition Award
Margaret Munson, Program Unit Supervisor, Wright County
Court Services
Margaret receives a plaque as outgoing president of MACPO for the
2007-2008 year. Margaret worked hard this past year and did an outstanding
job for the members!
